UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. It works to ensure that everybody has the right to seek asylum and find safe refuge, having field violence, persecution, war or disaster at home. It helps to save lives and build better future for millions forced from home.
Agenda: The responsibility for accepting refugees

By 2019, at least 79.5 million people around the world had been forced to flee their homes. Among them are roughly 26 million refugees. There are also millions of stateless people, who lack access to basic rights such as elementary education and health care. According to the 1951 Refugee Convention and its 1967 Protocol, the core principle facing the refugee problem is non-refoulement, asserting that a refugee not be returned to one’s country. Therefore, refugees have to resettle in other countries. But the problem is this-which countries should host them?
Now, the countries hosting the most refugees in the world are Turkey, Colombia, Pakistan, Uganda, and Germany. Also, many European countries are hosting refugees somewhat umwiillingly because a multitude of refugees come to Europe from the Middle East, and they cannot refuse to take them. But many citizens are discontent of hosting refugees due to several problems-crime, cultural conflicts and employment issues.
There have been movements to resolve this problem through dividing the refugees between EU members. Although five members-Italy, Germany, France, Malta, and Finland-reached an agreement in 2019, it is still far from the comprehensive solution because most members are yet to agree to it. The undetermined quota poses another problem. In UNHCR, delegates may discuss the way to share and clarify the responsibility for accepting refugees between countries.
